Title: Director of Transportation Operations
Minimum Qualifications
- Certificate, license, or other legal credentials preferred:
- Possess or be able to obtain a New Mexico Commercial Driver’s License with appropriate school bus endorsements.
- Possess or be able to obtain School Bus Driver Instructor certification and Commercial Driver’s License examiner’s certification.
- Degree(s) preferred: and area of major study: Associates Degree preferred, in a business, management, operations, transportation, or public safety field.
- Experience required:
- Five years of experience in a managerial role, preferably in a business, management, operations, transportation, or public safety field.
- Such alternatives to the above qualifications as the Executive Director of Student Transportation may find appropriate and acceptable.
Knowledge, Skills and Abilities
- Proven supervisory experience.
- Experience with student transportation requirements.
- Experience with and understanding of GPS systems.
- Experience with and understanding of time management systems, such as Kronos.
- Experience with budgeting and purchasing requirements for a large organization.
- Effective communication skills, both verbal and written.
- Flexibility, organization, decision-making and problem-solving skills.
- Interpersonal skills with diverse populations in-person, in writing, and on the telephone.
- Ability to meet deadlines, work on multiple projects and coordinate the work of others.
- Knowledge of MS Office and student information systems.
- Organized work habits and project management skills.
- Strong skills at working both alone and in teams, providing technical leadership and support to both team members and clients alike.
- Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.

Essential Job Responsibilities
- Direct supervision of all department personnel providing transport for students.
- Serves as Acting Executive Director as needed.
- Provides First Aid & CPR certification instruction to all assigned personnel.
- Responds to all accident scenes involving school buses and district vehicles.
- Administers the Random Drug Testing and Post Accident Drug Testing programs and protocols.
- Responsible for all transportation plans that involve evacuations by school buses.
- Liaison with Rio Rancho Police Department and Rio Rancho Fire Department.
- Liaison with the City of Rio Rancho for all road construction projects.
- Liaison with the NMPED Transportation Bureau and the New Mexico Motor Vehicle Division.
- Responsible for the training and licensure of all School Bus Drivers and Bus Attendants.
- Oversees the implementation of transportation goals in administrative, transportation, and instructional areas.
- Collaborates with district stakeholders for input toward planning and implementing transportation operations and programs.
- Supervises and manages safety, maintenance and routing staff in the Transportation Department, to include interviewing/hiring, assigning, directing, mentoring, grievance processing, determining training needs, conducting performance evaluation, and termination.
- Assists in establishing, administering, and monitoring the Transportation Department long range plans, policies, and procedures (aligned with District, local, state, and federal transportation mandates), ensuring effectiveness of supporting programs and compliance by Transportation Department staff.
- Assists in preparing the Transportation Department annual budget and reviews/analyzes the current year budget expenditures, ensuring fiscal compliance and making recommendations for modifications and capital equipment replacement.
- Helps establish Transportation Department performance benchmarks against national, state, and comparable school districts, and analyzes results for potential modifications.
- Develops and oversees building and vehicle safety and security measures, training, and certifications as mandated by District administration and State/Federal law.
- Represents the Transportation Department to school and community stakeholders, as well as to local safety officials in matters of mutual interest.
- Promotes customer service philosophies within a service-oriented organization.
- Upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
- Articulates and facilitates the implementation of the mission and values of RRPS
- Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
- Maintains professional relationships and works cooperatively with employees, the community, and other professionals.
- Maintains professional competence through individual and staff training, in-service educational activities, and self-selected professional growth activities.
- Attends and/or conducts staff meetings and participates on committees within area of responsibility.
- Employee may be assigned other duties based on the needs of the district during the term of employment.

Work Hours
Salary and work year as per adopted Rio Rancho Public Schools Staff Salary Schedule.
